The UK construction industry is facing a potential crisis as reserves of essential raw materials like sand, gravel, and crushed rock dwindle. Quarrying firms are raising concerns that without an increase in planning permissions for mineral extraction, supply shortages could be imminent, impacting the steady flow of resources crucial for construction projects nationwide.
According to a recent report by the Mineral Products Association (MPA), the rate of planning approvals for quarrying has fallen far short of the industry’s consumption rate over the past decade. Britain’s demand for construction materials is significant, with an annual requirement of around 250 million tonnes, 30% of which is met through recycled or secondary sources. However, a steady decline in planning permissions threatens to disrupt the country's largely self-sufficient supply chain.
The survey reveals that between 2014 and 2023, for every 100 tonnes of sand and gravel consumed, only 61 tonnes received approval for extraction. The gap is even more pronounced for crushed rock, where just 33 tonnes were approved for every 100 tonnes used. These figures underscore an unsustainable rate of resource depletion that could lead to severe supply constraints without swift intervention.
The construction industry relies on a stable supply of aggregates for building roads, homes, and infrastructure. Although Britain has an abundant reserve of these materials, continued access depends on regulatory permissions. Without new planning consents, the ability to replenish and maintain supply levels will falter, potentially leading to delays and increased costs in construction projects across the UK.
The MPA’s report is a call to action for both local authorities and policymakers. The industry is urging a more balanced approach to planning approvals to ensure the long-term availability of construction materials. Increasing the rate of new consents is vital to keep pace with consumption, reduce potential supply chain disruptions, and prevent escalating costs that could impact the entire construction sector.
The call for new planning permissions is more than just an industry plea; it’s a critical step towards securing the UK’s construction future.
