Peter Bull

Peter leads WeBid’s commercial and cost responses, supporting clients with contract strategy, risk management and budget commentary across complex tenders. He works closely with client commercial teams to shape clear, transparent and competitive submissions across a wide range of sectors, including construction, rail, highways, nuclear, water, healthcare and defence.

He brings extensive experience across major forms of construction contracts, including NEC and JCT, supporting responses that demonstrate strong commercial understanding, value management and cost predictability. Peter is particularly experienced in collaborative and joint venture environments, integrating seamlessly into large, multidisciplinary bid teams.

Peter provides support across the full tender lifecycle, from early-stage strategy and PQQ through to competitive dialogue, post-tender advice and client training. His analytical, research-led approach draws on commercial analysis, risk evaluation and market insight to ensure narratives are aligned with delivery, risk and long-term project outcomes.

Alongside bid delivery, Peter contributes to WeBid’s wider insight and knowledge sharing, supporting market intelligence, best practice development and innovation across the business. He produces The Edge, WeBid’s monthly insight, helping ensure tender responses reflect the latest industry developments, innovations and market trends.
