Samantha Hilton

Sam brings end-to-end bid strategy, writing and management experience across the full bid lifecycle, from early stage strategy and design development through to delivery, operations and maintenance. She has supported clients across construction, healthcare, aviation, rail, highways, nuclear, energy, water and defence.

Sam has worked on high profile and strategically significant programmes including HS2, Network Rail, National Highways frameworks, Birmingham Airport, Sellafield, Lower Thames Crossing and A303 Stonehenge. She has a particular specialism in design methodology and NEC compliance, ensuring submissions demonstrate technical credibility, long term value and clear deliverability.

She combines strong communication and organisational skills with a detailed understanding of client drivers and end user needs, enabling her to shape complex technical information into persuasive, well evidenced responses aligned to evaluation criteria.

Alongside bid delivery, Sam supports client development through NEC and bid writing training covering the full bid lifecycle. She also provides wider support beyond tenders, including award submissions, Constructionline Gold accreditation and Project 13 maturity matrix workshops.
