Jessica Allan

Jess is methodical, with a strong eye for detail. She is a systematic and critical thinker, known for her focus on quality and her ability to create bespoke bid strategies aligned to the specific drivers of each project and client.

Jess leads quality across all WeBid submissions, overseeing writing plans, reviewing tender responses and maintaining robust bid management and quality procedures. She plays a key role in continually improving performance through training, structured review processes and strategic oversight.

She brings extensive experience supporting high-profile and complex bids across major civils, rail, highways, nuclear, water, healthcare and education sectors. Jess has contributed to landmark projects and frameworks, shaping win themes and responses that are evidence-led, evaluator-focused and aligned to evaluation criteria.

Working closely with subject matter experts, Jess constructively challenges solutions, extracts robust evidence and translates complex requirements into clear, compelling and cohesive submissions. Her ability to identify wider project, client and policy drivers ensures responses are not only compliant, but strategically positioned to score highly.

Alongside quality leadership, Jess provides a bid interrogation service, including mock evaluations, structured feedback and targeted editing to enhance evaluation scores. She also leads innovation across the business, shaping WeBid’s approach to ethical, intelligent AI integration as emerging technologies play an increasing role in procurement. Drawing on specialist training in AI for Business Innovation from Imperial College London, Jess helps future-proof both our services and those of our clients, enabling innovation without compromising integrity, quality or consistency.
